This is an open access journal of proceedings from the GNU Radio Technical Conference (GRCon).  Submission of a technical proceeding paper is optional for speakers, but provides an opportunity to prodive more depth and written resources for readers than a brief talk.  

Copyrights are retained by the authors of each paper, but each have granted the journal a non-exclusive right to distribute the work.  

Papers are peer reviewed through a one-round single blind review process to ensure technical merritt and goals in alignment with the objectives of the technical proceedings.
